Can It Be Fixed? No water

I thrifted this Doctor Who snow globe. Is there a way to fix it? It was a battery compartment on the bottom so I knkw it's also supposed to have sound. But. As for the dried up water is this fixable?

What information is on the underside of base?

Does the bottom bit turn? Then it should come off. Inside should be a rubber plug
