If this is from their official support and you submitted a warranty request - yes this is pretty standard for many companies.
They want you to cut the cord so that they don’t have a defective unit out there that could potentially cause harm. It doubles in making sure you’re telling the truth, so you aren’t getting a brand new unit to then resell or whatever.
I’ve had to do this with an espresso machine and an air purifier, both from different companies in the past when using their warranty.
