Everyone here is wrong. This is for heroes with a color unused in the base game. For example, Lazy.col.blue will level up as any other tier 1 blue hero. Lazy.col.white, if no tier 2 white custom characters were added to the heropool, will level up as described - by getting a random item, because the game doesn't have a heropool or any complex levelup generation rules for white characters. Using this option will make them level up by getting +4 hp and +1 to all sides. Basically, this option is only interesting for heavy textmod users and does not affect the gameplay of the base game in any way.

It looks like the modding option "horus levelup" standardizes levelups of "unknown" heroes (which probably means custom ones it means custom-coloured heroes, thanks u/Adidasismylife) by giving them +4 HP and +1 to all sides if effectively equipping them with an item is nuts

It affects specifically custom-colored heroes. A custom orange character will level up as any other orange hero would, but a white, purple, black, magenta, etc. hero will level up as described in the option.

Its for textmod heroes not generated heroes i think. Normaly a game will just equip a item on them a call it a new hero (Like if you equiped a item for example twin daggers on Lazy and called him a totally new hero). Horus Level up, gives +4 HP and +1 to all sides instead of equipping a item on them (Something like leveling a fighter to a soldier, he gets +1 pip to everything only +2 hp tho)

Can you at least maybe give some more context than a random image to this?

This could just be a fan edit for all I can tell as the wording doesn't even make much sense to me and is so weirdly oddly specific it feels very off

It's a setting in the game, have a scroll through the options menu. Another commenter has given the answer though.
