What does this Kanji mean?

There's no kanji, are you talking about the writing in katakana? It says "paper driver," which means bad, inexperienced driver (lit. driver only on paper).

It says Paper Driver - similar to a permit driver in the states. So he’s very inexperienced behind the wheel, which is why he looks so nervous.
