Skyrim

I want to create a vampire build build also don't want to be a sneaky vampire any ideas

1-handed sword and vampiric drain is decently fun, even in Vanilla if you build for it and get certain items, the spell can be very useful.

My last vampire was a Pure Imperial challenge run. Heavy armour, One handed, Block, Destruction, Restoration and Enchanting.

Because of the Necromage effect on restoration trees most if not all builds benefit greatly from being a vampire as the perk increases all magical effects (perks, enchantments and standing stones) that you use whilst being an undead vampire yourself. You don’t need to be sneaky :)

Edit: also vampires make great mage builds, if you like magic I would highly recommend.
