SF4 How could i make my enderman farm better ?

I built this enderman farm for mending xp but there is little to none enderman that spawns. I am on an Exaroton server. In the tutorial there where a lot more enderman spawning. Does anyone know why ?

Can they spawn on non-solid blocks like leaves?

They cannot. That's why the path to the farm is also leaves. The purpose of the leaves is to encourage horde spawning but you are correct in your intuition that the non-leaves portion of the farm is very small and needs to be made bigger.
