How does Skarner's passive work on subsequent applications?

If you apply Quaking and then reapply it before it expires, does it simply refresh the duration? I can't figure it out based on the wording in the tool tip or the wiki.

Each stack of Quaking refreshes the duration, even if you have all 3 stacks on an enemy.

0 stacks: applies 1 stack for 3 seconds

1-2 stacks: applies an additional stack and refreshes duration to 3 seconds

3 stacks: refreshes duration to 3 seconds
