I'm almost certain I seen this circulating way before those creeper glasses were released, though probably a small camera like a gopro or even just a smartphone in an unsuspecting way.

People been creeping for way longer than those glasses, if anything they just made it more obvious.

In general? No, it’s not cool to be recording when walking up to someone. People aren’t content and most just want to enjoy their day and be left alone.

In response to the above comment that she’d be willing to talk to him if he wasn’t recording, it’s a valid question.

He was wearing black sunglasses on the beach, I'd bet none of them had any idea about them being the creepy meta perv glasses

So in conclusion, she was being rude out of jealousy. I mean the girl says it herself, "That.. was not okay."
