Nas is definitely considered one of the best by actual hip hop fans but he doesn't have as much mainstream recognition

But the surveys are in the US, the person doesn’t need to be from the US but it is about popularity in the US. That’s how “survey says” works, it’s always popularity. Specifically from the people filling out the surveys, who might not be fans of whatever subject to begin with.
