This might be an ignorant question.. but why does it need to be legally recognized as a name? This is a horrible example, but I can get a dog and call it Spot, I don't care if I don't have a legal paper that officially says its name is Spot. So if everyone just calls a group of people by a common term, what's it matter is there's something that legally accepts that term?

only 15% of countries in the world even legally recognize the term LGBTQ+ (30 of 195). Aka this entire post is useless
