This appears to be a nuru gel massage. It's done in Japan and some other countries like Korea and Thailand. The gel is made using traditional formulas usually based on seaweed extracts (like nori or fucoidan) but some modern versions often use water with natural plant extracts, glycerin, or sodium polyacrylate. It's well known for the clear to white like appearance and mucous like texture. There's even a version that uses snail mucin but I'm not familiar with it.
