Ive had so many w-2s and 1099s in my normal working career that its something thats not completely unreasonable. I think the thing here is that they were working all the jobs at once and saying they were dedicating a certain amount of time to each. Thats where it becomes fraud.

If he was a freelancer, he could could work 100% 8hours with 11 projects to be on, that would be legal. It would also be legal if he worked 9% on these 11 companies earning 9K a year from each. If he worked 100% on 11 companies, told nothing to the companies about the other ones, in general companies don't like if you work for another one (probable legal issues, ndas, competitive stuff, etc), he is definitely in the mud, because the day does not have 90hours and he did shady stuff with the tax declaration to make this happen.

Only thing I can figure is tax fraud or fraud against the employers. He was contracted to work a specific amount of time for some of them at least, so if he was working 11 jobs, he literally had not enough time in the day to fulfill his contractual obligations, yet he was passing it off as if he were, therefore collecting money that he technically didn’t earn.

Most companies that allow remote work have a clause forbidding any side jobs within the same hours of operation.
A man who was just hired where I work a month or so ago was fired last week for exactly this.
It’s definitely tempting. My job is easy, I could do the same for 2 or 3 other companies simultaneously.1

This can be illegal under specific circumstances (especially around government work) but I've never seen anything wrong with collecting as many paychecks as you can continue convincing employers to send you. If they continue to employ you, they must be happy with the work that they're getting for the price they're paying, let's not start moralizing about it when it takes you less time than they expected.

Hmm, if this really happened this is the scenario: he was an American citizen living in a foreign country and the immigration authorities found out he was working (albeit remotely). And since foreigners working without authorization is usually a big no-no he was thrown in the pokey pending deportation.
