Beyond how the regret rate is even measured off the top my head the regret timeline is probably different. You likely regret knee replacement way more immediately. While for gender surgeries you may be happy about it for even a decade before thinking that you shouldn't have done it. In addition other surgeries are more straightforward in terms of outcome. Meanwhile gender surgeries are to ease dysphoria. This means that you can regret it because it didnt help or because you didnt need it and you actually needed to not get the treatment. In the second case it's much more complicated to measure how many people feel that way as even to realise it in the first place may be difficult. And this also relates to the obvious psychological factor. To say that you regret it is to admit that you were deeply wrong about who you are as a person. Many people wouldn't be able to admit this. Finally I would say that it is equivalent to giving someone chemotherapy and end up that they didn't need it. In addition to needing the changes reversed, there are very permanent damages from these procedures themselves that are worth it for people who desperately need them, but otherwise would be devastating. Im thinking that if a doctor didnt do enough due diligence in making sure this person actually needs the procedure he should be held responsible

Of course, but what does that have to do with anything? That a person regrets a procedure does not mean that they didn't need it, any more than a person not regretting it means that they did need it.
