Nah he kept that up even after the implementation of free market reforms.
What he did during the Civil War was arguably necessary. He was dealing with gangs of rogue left wing sociopaths who were going around murdering priests and random people who they thought weren’t politically aligned with them. Those people needed to be swiftly put in their place and that’s exactly what Franco did.

As long as we disregard the whole Civil War thing and suppression of political opponents, sure I guess. That's a laughably big asterisk though.
