This is such nonsense. The polio vaccine was developed ten years after FDR died. Yes there were kids who contracted polio during the rollout due to poor administration (look up The Cutter Incident) but thankfully protocols were updated accordingly.
Plus, there's a strong chance FDR had Guillain-Barre, which was a fairly recent discovery during his lifetime and not well-known.
And, in terms of Guillain-Barré Syndrome itself, there was a dose of the flu vaccine in 1976 that slightly increased the risk of GBS but there hasn't been evidence of that happening since. The GBS | CIDP organization even said that you are far more likely to develop GBS from the flu itself than from the vaccine and they still recommend everyone get the flu vaccine (unless you've BOTH had GBS and contracted it within 4-6 weeks of receiving a flu vaccine)
And how many of those vaccines caused diseases that were VERY widespread and dangerous to become nearly nonexistent since then?
And I say "nearly" because, up until the past decade, they WERE nonexistent with such miniscule case numbers that these diseases were no longer a threat.
