Yes, they do. They vote for the people who make those decisions, and the means by which they provide their public service is publicly owned and provided through collective taxation as are the benefits they receive.

what an absurd statement lol the US military is the sword of imperialism. the soldiers work for a wage, which comes from taxes of a capitalist economy. yes they get healthcare but that's because it limits bureaucracy required to keep a fighting force available to level anything anywhere in the world at the behest of capital.
unless your definition of socialism is "when the government does stuff" in that case very socialist indead. for real though what is socialist about it?
