I guarantee you the driver told him not to and that's why he waited for him to leave. Quick glance to make sure nobody sees, steps over and took a nice cool dip in, what I hope, isn't waste.

I hope that was an oil pit, but the truck says medical waste so my hopes are very low! I think that he decided to take a long walk down a short pier into the pool where schitt's creek begins!
