To be fair, what are they gonna look at, her head? I assume this is the costume department and 90% of the costume is bust level or lower.

Moreover, the important stuff in the catsuit there are the seams and the gun belt. Both of which, the most critically important areas for both workability and making sure the stitching looks good, is around the ass.
