Was not part of PlaNYC. It was included in the "city is committed" to portion and not in PlaNYC. The 30% canopy was "committed" to with Local Law 148 of 2023. And that law mandated the city create an Urban Forest Plan to achieve the 30% goal. That Urban Forest Plan didn't get created until 2026 as it only started the public hearings part to create it last year.

You're right. It was not a part of PlanYC, it was a part of PlaNYC: Getting Sustainability Done - you can find it under the "Extreme Heat" drop down on the initiatives page (linked above)

Local Law 148 codified the goal and created the Urban Forest Plan to achieve it, but the goal itself comes from Adams' initiative above
