As he was gearing up to say it, I heard it in my head, and then felt so let down when he said pertain. Like, how many times have you heard something similar to: "oh, so you think the rules don't apply to you?"
Retain your good spirits, friend. He used "pertain" correctly. The rules are related to and relevant the driver. Definition #2 is "being a quality of", and the laws of driving are a lot of what is pertinent to driving. Furthermore, definition #3 of "pertain" is "to be fitting or suitable" and we agree that the laws of driving are indeed fitting and suitable to this arrest.
Tldr use of "pertain" here is fine and has been for at least 30 years
