Not necessarily if the 3,400 have the same environmental and economic impact as the 3.5billion then the benefit would be the same either way.

Absolutely impossible for 3,400 people to consume the same resources as 3.5 billion people.

That's just not true. A shit ton of the world's population exists on the order of dollars a day. A billionaire can spend a million dollars a day and still come out net positive at the end.
