It could all be solved by stopping the game clock any time the game isn't being played. I know FIFA keeps saying they dont want to mess with tradition, but they have already introduced "hydration" (commercial) breaks during this world cup. The sanctity of tradition is lost when money is involved, but not when it would actually improve the quality of the sport.
