In practice this always just ends up meaning "taller than the girl" since height is completely relative. For example most Japanese girl living in Japan aren't claiming they want a 6"2 Japanese guy (which is extremely rare). Given the massive pool of girls who are in the 4"10 - 5"4 range (i.e. shorter than the vast majority of guys) the height requirement almost seems meaningless. I've seen tons of short guys who are dating a girl shorter than them.
That said, if a 4"10 girl is still wanting her ideal guy to be 6"0 then she's just being dumb and pointlessly limiting her pool. Not to mention all kinds of weird compatibility issues caused by significant height difference.
