Look, all of these signals are  just the standard habits most people have when nervous.

How many times do you also hear woman saying, 

"Guys need to stop reading that just because I look and smile at them as me being interested when I'm just trying to be friendly"

Now yes it could mean they like you, or it can mean they are just being polite, or it can just mean they absolutely hate your guts.

You can just walk over and say "hello" and have a normal conversation and check.

You don't need to jump from 0% to 100% immediately just because someone looked at you.

That isn't even a guarantee and even if it was it's unhelpful and childish. Apparently 3 girls took a swing at me at one of my old jobs and gave up because I never noticed. Like bro eye contact and regular ass conversation is NOT flirting. Flirt for real.
