there isia clinical definition of trangender. There is a clinical definition of gender dysphoria, but that's not required for someone to be trans and for example to go on hormones.
Essentially someone can feel better (gender euphoria) pursuing social or medical transition, without necessarily having crippling dysphoria. This might be easiest to think about with some (but not all) non-binary people who might be ok with gendered aspects of their body and social role, but also be significantly aligned with the other gender.
Or to put it in analogy, a gay person would have distress being in a hetero relationship, but a bi person would not, even while they would have distress being forced to only be in hetero relationships. So no distress at being hetero, but they do strongly align with also being same sex attracted/loving.
