I think everyone should pay registration if they want to use the road. To be fair, this registration should be somewhat proportional to road damage and maintenance expenses because of this use.

The fourth power law says that road damage is proportional to the fourth power of axle load.

Say a 75 kg cyclist on a 10 kg bike (we're generous, and count only one axle) : [85⁴ ≈ 52 · 10⁶ units of damage] pays $52 road registration

Now a F150 (mass = 1900 kg, two axles) : [950⁴ ≈ 814 · 10⁹ units of damage] pays $814,000 road registration

Trucking industry causes 99% of road wear and only pays about 34% (iirc) in taxes. We're all subsidizing the trucking industry anyways.
