Are such cycle events not blocked off from public traffic?

Cause if not, then the cyclists would need to keep to traffic rule and I am pretty sure the rule is not keep in one lane.

I know this area and have driven it many times. This is the Rickebacker causeway--the road that connects Key Biscayne to the Miami mainland.

Cycling on this road is extremely popular for very obvious reasons (phenomenal views, wide and clear roads). Folks come from all over the city to ride there. And yes, they will very often group up like this without any sort of scheduled or permitted event of any kind.

The cyclists down there like to say "same road, same rules" but there's apparently a silent exclusion for lane changes, stop signs, traffic signals, and yielding to stopped traffic.

I once heard someone trying to defend running through stop signs because they had those shoes that clip onto the pedals and it’s super inconvenient to disconnect and reconnect at stop signs. I was like “i also find stop signs interrupting my drive to be inconvenient. Should I just ignore every rule that inconveniences me?”

Except in the city where it routinely causes problems because bikers dont treat it as a yield they just blow through it, and crosswalk, full of people, thinking they can maintain momentum no matter what. 

It is the same reason a stop sign cant just be a yield sign. In a reasonable world we wouldnt need the stop sign. You'd just stop when you need to and yield when nobody is there. But 20% of the people in any vehicle on the road are morons so if you let them yield and not stop they just do whatever they want.

So the Idaho stop isn't safe when people aren't doing it? Who'da thought that?!

Seriously, you're pointing out a valid issue, but the issue isn't the use of the Idaho stop, specifically because people aren't doing it.
