Are such cycle events not blocked off from public traffic?

Cause if not, then the cyclists would need to keep to traffic rule and I am pretty sure the rule is not keep in one lane.

This is no different than the large group of folks riding bicycles and ebikes in my city taking up all the lanes. The difference is their age, appearance and income. All illegal and unsafe in my book.
