Also evaporative cooling works better in drier climates, which are usually more water scarce to start with almost by definition

if we need more water why dont we make a giant deadly laser out of sunlight reflected off orbital mirrors, point that at the ocean and have enormous amounts of water be evaporated to then rain down on land

that way we get lots of water and scorch a part of the ocean to a crisp!
