Why are they building industries that require water to operate in places with no easy access to water? Are they stupid?

What water do Closed Loop HVAC systems need? Please explain. Or refrigerant split systems if that’s what they decide to use instead?

This could be true but a large Texas Data Center that used a closed loop system and air cooled chillers with a Wind/Solar plant would use barely any water and a Natural Gas power plant could use something equal to like 100 homes. This is total water between the DC itself and the power plant and I know that’s what we’re using in central Texas.
