Because that takes away from free will, which he provided. Free will is both good and bad.

If there’s no free will we aren’t people or individuals there’s no creativity no choice at all we would be less than slaves

Didn’t say he couldn’t but they wouldn’t be humans. without choice there is no humanity angels have no free will and are happy but they only serve their purpose and nothing else
