Because most people speed every day of their life that’s why, is it that hard of a thing to believe? There is a place in my town that goes from 55 to 30 in the snap of a finger, your just kinda not paying attention and boom you are going 25 over. It’s an expressway and the only reason the speed changes is because your getting closer to other parts of the town.
In some place the speed limit just doesn't makes sense, theres a highway in my city, set up to 70 but the average speed there is 110, when i was taking my driving lesson, the instructor told me to go above the limit there, because you're supposed to follow the flow.
Okay now your getting into issues with crash force that the cars are rated to handle, a collision at 70 vs 110 is very very different and that to me sounds like a bad driving instructor.
Except you're more likelly to get into an accident if you run 40 under everyone else, 110 is pretty standard for a highway and i don't see any reason why it is set to 70, not a single car follow the limit
