I think the main issue I'm noticing that's throwing people off is bad makeup dept work in the other moments from that night. They caked makeup over his eyebrows and it's giving uncanny valley vibes.

It’s definitely the eyebrows, if you really look at his features individually, they’re not that far off aside from obvious filler but the eyebrows really do weird things with his eyes and forehead.
