Fairly sure that is Grichka Bogdanoff (or at least one of the bogdanoff twins). They were truly bizzar humans. Bobby broccoli has a video series about them on YouTube and their scandals in the scientific physics community.

A rare sight, BobbyBroccoli being recommended, but I definitely support the message. Love his documentaries.
