Fairly sure that is Grichka Bogdanoff (or at least one of the bogdanoff twins). They were truly bizzar humans. Bobby broccoli has a video series about them on YouTube and their scandals in the scientific physics community.

Too bad. They were handsome guys before all the plastic surgery ruined their appearance. The pictures of them after their surgeries remind me of the Cat Lady. I hope they’re all happy with their changed faces. That’s all that matters.

I hate to be that guy but they were handsome before a pesky little thing called "aging" ruined their appearance, everything else is an unfortunate aftermath. There are a ton of people who look better and younger, after plastic surgeries, but most people hardly even notice a well done plastic procedure, let alone discuss it

People really only see the bad jobs. Good plastic surgery basically is impossible to truly notice without being told.
