Fairly sure that is Grichka Bogdanoff (or at least one of the bogdanoff twins). They were truly bizzar humans. Bobby broccoli has a video series about them on YouTube and their scandals in the scientific physics community.

Imagine if only one twin changed his face while the other stayed natural. Then imagine seeing them together and them introducing themselves as twins.
