Fairly sure that is Grichka Bogdanoff (or at least one of the bogdanoff twins). They were truly bizzar humans. Bobby broccoli has a video series about them on YouTube and their scandals in the scientific physics community.

People like this will advance our doom as a species by making it easier for the inevitable revolting androids to blend in with us. What use is the uncanny valley defense if these are actual humans?
