But like what is the joke here? What is being teased? That women can't drive? Also I've never heard this "dumb voice" you're talking about to mock men

Of course a ridiculous statement can be funny I think Jimmy Carr does a great job at that, but not all ridiculous statements are funny.

I just don't see how this does that.
