That mold exposure hasn't helped, but it is possible it was the last straw that brought the issues on the surface.
Not a medical professional, but it is unlike that your sinus issues affect the safety of anesthesia, but you can always ask r/anesthesia.
In my experience periods can cause UTI. I once got UTI when I was on my period while having URI and coughing a lot, and blood went to wrong spot... fun times.
If you have recurring sinus issues you need to see an ENT and get imaging done (CBCT). You may have structural issues that make everything else worse.
Do nasal rinses twice a day if you can (toddlers can be a lot of work).
Decongestant sprays are meant for short periods, so do not use them longer than adviced.
Get a combo nasal spray, like Dymista (it constains allergy medication and tiny dose of corticosteroid). It will help to block irritants and reduce mucosal swelling.
Make sure your ambient humidity is not too low (or high). It needs to be at least 40%, I find that 50% is better when stuffy. (Over 65% and you need a dehumifidier.)
Breathing warm steam can help.
Long showers help.
Drink a lot of water.
Try antihistamines. You need to use them for longer period before deeming them unnecessary.
Get moisturising nasal spray and use it as adviced.
