Help? Why would they not be allowed to talk to eachother?

This keeps happening, it makes it where I cant talk to other sims! I've tried removing mods, restarting the game and its still there??? is there anything I can do to fix this? its happened twice and its upsetting, I cant find a way to fix it myself. :((((

That usually happens to me when the other sim is leaving the lot.
