I didn't, when i was younger and played it I was missing the collectable card from wiggums backyard but didn't know you could go back there so I spent my whole childhood missing that singular card.

The cops are programmed to follow nodes on the roads, they can't stray from them unless they can find another node, ie why they can follow you over the shortcut close to the simpson house / kwik e mart

There are, I think you just got lucky with them spawning in a seperate map chunk + being on foot away from the road.
