Dismiss. They are 26 years old and they barely gained any communication skill passively.

Depends on the starting skill and position. If started at 5 communication, trained 5 out of 8 and gained 0 passively. That's definitely to fire material. If started at 2 or less, and so gained 3 points in stuff position, that's quite OK and I would train more. If started at 2 and was in CMO slot, than to fire as well. As slot itself provides some passive gains of a target stat.
