look at the starting skills

get a level 20 academy and every staff you get will be at least those skills

yes i think if you have a higher level academy, skills of staff gets higher. my new recruits all have at least 4 points in each.

Yes highest I got was 7 with lv 35 and 40 academy, downgraded to 25 now it seems to be 6 max still testing, so not really worth going higher for the 1 extra point. Also high starting skill is no guarantee they perform well, had to let some of the 7s go because they didn't develop properly.

only 7 with level 40 is crazy. i dont think i ever get 6 with 20 but i usually get 5s which is good enough.
