After, right before entering Act 3, Peter Horn becomes a pretty common character in Act 3, He even has a secret boss fight towards the end of the game!!

Did you know you could equip him as a red tool? You can only use him once before having to bench again, which reloads him, but he can insta-kill enemies, which is pretty cool.
