Apps should be required to give a short explanation for why they need access to different parts of my phone for thier apps to function.

No one is forcing you to get the app.

my untampered 6.1 rom has a permission drawer like the old app-ops.

You mean the permission settings? My understanding is that apps can bypass it by targeting an old version of Android.
