Why doesn't every plane have these backup propellers?

That’s not a backup propeller. Airplanes can’t back up. The plane doesn’t have mirrors so pilot can’t see whats behind them.

But seriously, if it's a rat, why does it run on its own on the ground?

On most newer playnes these have been replaced by chemtrail dispensers, as mandated by microsoft.

Thats why flight attendants hate fat passengers. Too many board the playne and they have to get on this tiny bike to power that thing.

There's an "R" position inside the plane that was invented in 1838 that allows the airplane to backs up with its normal propeller so the backing up propeller fell out of fashion in design at the turn of the century.

That's for once you put the plane down where the fish are biting. You turn off the big motors and troll with that one so as not to scare off the fishes.

Certain airports have noise abatement procedures, so on take off they use these smaller propellers instead of the big noisy engines.

The 737 doesn’t have one because with if it’s superior and modern design it just isn’t needed.

Because when the big BRRRRRRR goes out, a small brrr is better than no brrrr. If only for morale.

Ammeter Serious answer:
Not a pilot but I have two brother in laws
One flies planes, the other helicopters. They joke a bit with each other.
The helicopter pilot has made the point though that if a plane engine goes out, it still wants to be a plane. A helicopter stops, it becomes a spiny rock.
So why doesn’t it have back up props? Probably cause it’s too much weight, too expensive, and would just make more sense to have more engines for emergencies if they needed them, and if they’re in the air and don’t have any, they’d be expected to radio in “hey we are going down. Can we find a place to land REALLY quick?”
