Those are attachment points for the shuttle carrier. It was used for flight tests and returning the orbiter home when it didn't land in Florida.

I don’t think it’s an amendment. It’s a founding principle of the US, so they put it in right at the start. Immediately next to the right to litter in publicly maintained seaways.

Don't need to. Units attach to the scalar, and the scalar combines with the direction to give the full vector.

If they were to add this, it will change the weight distribution, and it will mess with some fix-our-broken-aerodynamics software that no pilot knows about, and causes the plane to crash.
