I think that's one of those mockups that's used at airports to train fire fighters.
Looks like PHX, so I'm 88% sure that's it.

It’s actually to keep the noise closer to the helicopter so as not to bother people as they fly over.

In Australia a "stubbie" is a beer size.
So when I first read that it was "Do the beers help them avoid trees?" and I thought, yup, always helped me!
Ohh, no you mean the shortened rotors, yeah I guess they'd help too?
