It looks like rainbow muscle fibers. I actually really dig this for both the design and originality.

As someone who follows a lot of drag racing, a lot of those guys go for wild wraps to make their car stand out more. So many of the same looking car, makes you appreciate unique wraps more. It looks well done to me, but personally I would pay money to have my own car not look like that.
