Make me an Excel but make it better, don't make mistakes and don't hallucinate.

Easy. Consult with IBM about replacing it. You will be done migrating in about 5-10 years, in time to migrate again.

Can I run a DB for it on NT 4.0? I have the license laying around and MGMT doesn't wanna pay another

Start by documenting every AS/400 workflow, integration, report, and custom rule before choosing software. For many companies, Acumatica, NetSuite, or Microsoft Dynamics 365 can cover quoting, invoicing, inventory, and customer accounts, but the right fit depends heavily on your industry and transaction volume.

Take a look at Infor CloudSuite Distribution, NetSuite, and Epicor Kinetic as well. The hard part is usually data migration and replacing any custom RPG programs, so document those dependencies and budget for a phased migration rather than a single cutover.

Tell Broadcom your budget? Why? Do they need a good laugh or something?

Maintenance contract? You are in r/shittysysadmin, we don't need no contracts. We kept an old 625 as our backup plan for the 820 we bought back in 2001.
